He represented West Virginia University (WVU) in collegiate basketball. He won Defensive Player of the Year and the first Naismith Defensive Player of the Year honors.


At Proviso East High School in Maywood, Illinois, Carter participated in basketball. In high school, he played largely off the ball. In AAU competition from 2011 to 2012, he participated for Team NLP, which included Jalen Brunson as a teammate. According to 247SportsCarter was a three-star prospect and the 299th-best player in the class of 2014. However, he chose to attend West Virginia despite receiving scholarship offers from Akron, Dartmouth, Kent State, Lehigh, Toledo, Valparaiso, UW-Green Bay, and Illinois State.
