He represented West Virginia University (WVU) in collegiate basketball. He won Defensive Player of the Year and the first Naismith Defensive Player of the Year honors.

At Proviso East High School in Maywood, Illinois, Carter participated in basketball. In high school, he played largely off the ball. In AAU competition from 2011 to 2012, he participated for Team NLP, which included Jalen Brunson as a teammate.
